Under the United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets (“Global Vulnerable Targets Programme), the United Nations Office of Counter Terrorism (UNOCT) and the Counter-Terrorism Committee Executive Directorate (CTED) organized in-depth consultations with Kyrgyzstan entities in charge of safety and security of critical infrastructure and “soft” targets or public places in Bishkek from 15 to 17 May 2024.

The consultations represent the first stage of UNOCT’s technical assistance package for Kyrgyzstan in the area of strengthening security and resilience of national critical infrastructure and “soft targets” against terrorist threats and challenges. 

Over three days, CTED and UNOCT held discussions on relevant legal, institutional, and operational frameworks with 32 officials from 23 Kyrgyzstan ministries and agencies to identify the country’s needs and priorities in the area of safety and security of vulnerable targets.

Following the consultations, a national plan of action will be developed with concrete recommendations and priorities to support Kyrgyzstan in implementing UN Security Council resolutions  and , and in line with the 2018 Addendum to the Madrid Guiding Principles on Foreign Terrorist Fighters () and the United Nations Global Counter-Terrorism Strategy. 

The consultations, led by CTED, took place in partnership with the Government of Kyrgyzstan and the Organization for Security and Cooperation in Europe (OSCE) Programme Office in Bishkek, as well as with the support of the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and generous funding of the State of Qatar. The discussions contribute to the outcomes of the Joint Plan of Action for the implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia.
