Overview

This crisis calls for an urgent and comprehensive response from the international community based on respect for international refugee and human rights law, and on principles of solidarity and responsibility sharing.

The informal meeting will therefore serve to identify specific actions and elements of that response. It will build on the High-Level Event on migration and refugee movements organized by the UN Secretary-General on 30 September 2015, and help member states prepare for the plenary meeting of the UN General Assembly on November 20th to consider item 130 'Global awareness of the tragedies of irregular migrants in the Mediterranean basin with specific emphasis on Syrian asylum seekers'.

Overview

The situation of refugees and irregular migrants crossing from the Middle East and Africa to Europe is of major concern to the international community. As the winter approaches, the conditions facing these vulnerable people will only worsen. Regrettably, the tragic situation in the Mediterranean is pall of a larger global humanitarian and refugee crisis. This global crisis is of a magnitude not seen since the Second World War, as 60 million people, half of them children, have been forced to leave their homes due to conflict and violence. It is clear that no country or region can address the current global crisis on its own. At the same time, the humanitarian system is under strain and cannot keep pace with growing needs and challenges. There is an urgent need to comprehensively address the global humanitarian and refugee crisis. In this regard, this plenary meeting provides a unique opportunity to address not only the plight of the vulnerable people in the Mediterranean basin, but also to reflect on our collective response to the global crisis.

Overview

In the Declaration of the 2013 High-level Dialogue on International Migration and Development (A/RES/68/4), the General Assembly acknowledged the important contribution of migration in realizing the Millennium Development Goals, and recognized that human mobility was a key factor for sustainable development. Subsequently, the Open Working Group on Sustainable Development Goals proposed several targets related to international migration, migrants and mobility in the their outcome document. In December 2014, the Secretary-General suggested in his synthesis report that the United Nations system develop a draft set of indicators for the sustainable goals and targets as formulated by the Open Working Group.

The purpose of side event is to present an illustrative set of migration related indicators for monitoring the implementation of the migration related goals and targets proposed for the 2015 United Nations development agenda, and propose a strategy for implementation of migration indicators at the country level. The side event will present the outcomes of three technical retreats, organized by the Global Migration Group, in collaboration with the Knowledge Platform on Migration and Development (World Bank), the Special Representative of the Secretary-General on International Migration and Development and civil society. The side event will present elements of a strategy to implement migration related indicators at the country level. Participants will also be briefed on the next steps in preparing indicators for the post-2015 development agenda and on the views from civil society on the formulation of migration-related indicators.

The side event will highlight the need to improve migration data from traditional data sources, including population censuses, administrative sources, and household surveys. Examples of the potential contribution of non-traditional data sources related to migrants, migration and mobility will also be presented.

Overview

The United Nations Secretary-General will convene a side event on migration during the High-Level segment of the 70th Session of the United Nations General Assembly. The aim is to encourage enhanced cooperation and collective action in dealing with the problems and challenges of migration and human mobility, including mixed movements involving migrants, asylum-seekers and refugees. Facilitating safe, orderly and responsible mobility is also a key component of the post-2015 development agenda, which requires coordinated action not only among States, but also at all levels of Government, and with a series of non-governmental stakeholders, to ensure no one is left behind.

Convinced of the need for collective approaches, underpinned by universal principles of international humanitarian, human rights and refugee law, and based on the eight point agenda for action presented to the General Assembly’s 2013 High-Level Dialogue on International Migration and Development (A/68/190), the Secretary-General will share his views on the key elements of such a global partnership and comprehensive approach to migration and refugee flows.

The High Level Side Event will also provide an important opportunity for member States to bring together different policy areas related to migration and refugee flows, and discuss enhanced cooperation across these areas. This includes the implementation of migration and integration policies, and the creation of adequate channels for orderly, safe, and regular migration with full respect for human rights, as well as the humanitarian admission of refugees, whilst improving cooperation and effectiveness in law enforcement operations aimed at combatting transnational organized crime.

Overview

The Population Division and the Statistics Division of the Department of Economic and Social Affairs, in collaboration with the United Nations Economic Commission for Africa, organized a regional workshop for selected countries of Northern and Western Africa on the collection and use of international migration data for development. The workshop took place at the African Institute for Economic Development and Planning (IDEP) in Dakar, Senegal, from 8 to 11 September 2015. The workshop brings together experts from national statistical offices in charge of producing official statistics on international migration as well as experts from relevant ministries or agencies in charge of compiling and analysing migration data for policy purposes. Experts from international organizations will be invited to participate as resource persons.

This activity was supported by the Government of Italy through the project "Capacity Development in Production and Use of Data for Formulating Evidence-based Policies on Migration and Development in Africa".

Overview

The 49th session of the Commission on Population and Development (CPD) will be devoted to the theme "Strengthening the demographic evidence base for the post-2015 development agenda". The United Nations Population Division has convened an expert group meeting in October 2015 to inform the UN Secretary-General report to be presented at this CPD session in April 2016.

The Strengthening the Demographic Evidence Base for the Post-2015 Development Agenda expert group meeting will bring together specialists to review how the most common sources of demographic data, such as census, surveys, civil registration and vital statistics systems and administrative records, meet the needs of the United Nations post-2015 development agenda. Experts will also be invited to reflect on new data sources that are becoming increasingly available for more rapid and more localized monitoring and how these new sources can complement more traditional data sources.

The meeting will identify points of intervention for strengthening the demographic evidence base throughout the data life cycle that would contribute to more relevant, effective, efficient and sustainable action-oriented development planning and monitoring, and ultimately to achieving the post-2015 development agenda.

Core questions to be discussed during the meeting include:

What are the experiences and lessons learned from demographic data collection, compilation, analysis, dissemination and utilization within the context of the MDGs?
What are the key challenges of existing data sources to fulfil the needs of the post-2015 development agenda, including in terms of baseline setting for the targets, frequency, timeliness and disaggregation of data available?
What are the recommendations on how to strengthen the demographic evidence base and what are the actions required to implement them?

Overview

“The post-2015 era: Implications for the global research agenda on population and development” expert group meeting will identify and discuss research priorities on population and development that merit global attention in the next 15 years. The meeting will bring together researchers and academics, experts from Governments and international organizations, as well as representatives from donors and civil society.

There will be six substantive panel discussions and common questions to be addressed in each panel are:

What are the key knowledge gaps in this area?
What steps should be taken to address these gaps?
What are the ways and means to implement research priorities?

The findings of the meeting will assist the international community in defining a global, policy-relevant research agenda on population and development.

Overview

The Population Division of the Department of Economic and Social Affairs of the United Nations, jointly with the East-West Center in Honolulu, Hawaii, is organizing an expert group meeting on “Policy responses to low fertility” that will be held at the United Nations Headquarters in New York during 2-3 November 2015. The expert group meeting will build on a series of 18 papers that have been prepared by academic experts from countries of Asia, Europe and North America, with funding support from the Korea Institute for Health and Social Affairs (KIHASA) through the East-West Center.

The purpose of the expert group meeting is to broaden the discussion and the impact of these studies by involving other stakeholders, including academics, policymakers, and representatives of selected UN agencies and international organizations. The meeting aims to distil lessons learned and policy guidance for countries experiencing low fertility and the consequent ageing of their populations, and for those that are likely to face these challenges in the not too distant future.

Overview

International migration is a global phenomenon that is growing in scope, complexity and impact. Today, virtually all countries in the world are simultaneously countries of destination, origin and transit for international migrants. Traditional migration patterns are complemented by new migratory flows, fuelled by changing economic, demographic, political and social conditions. Changing migration patterns affect the size and composition of migrant populations as well as economies and societies in countries of origin and destination.

The rise in global mobility, the growing complexity of migratory patterns and the impact of such movements on development have all contributed to international migration becoming a priority for the international community.

The thirteenth Coordination Meeting on International Migration will consider progress in integrating migration into the post-2015 United Nations development agenda. This will include ways to leverage migration within the renewed framework on financing for development. The meeting will also focus on activities to follow-up on and, where relevant, implement the Declaration of the 2013 High-level Dialogue on International Migration and Development (A/RES/68/4) as well as the eight-point agenda for action of the Secretary-General presented in his report to the 2013 High-level Dialogue (A/68/190).
